SPECIAL COUNCIL MEETING

 

OCTOBER 23, 2012                                                   7:00 P.M.

 

 

 

PRESENT:   Randy Snyder, Jerry Twombly and Scott Huss.  Kevin Lackey and Lori Kelley were absent.

 

ALSO PRESENT:  Ted Collins, Dennis Snyder, Bill Butrick, Art Buckingham, Brandon Whetstine and Melanie Hollabaugh.

 

PRESIDING:  Mayor Ken Stewart

 

PURPOSE:  To discuss proposed changes to the City’s Zoning Ordinance the current Zoning Map.

 

 

The meeting was called to order at 7:05p.m. with a quorum present.

 

 

City Attorney Ted Collins informed the Council of the changes that are being propsed to the City’s Zoning Map and the City’s Zoning Ordinance.  These changes are a result of work that has been done by Scott Michie of Scott A. Michie Planning Services in a joint Zoning revision with the City’s of Elwood and Wathena and Doniphan County.  Mr. Collins explained that the revisions to the City’s Zoning map and Zoning Ordinance need to be made, to clean up the current map, to make a more sensible pattern to the City, to help in City planning, and to eliminate problem areas.  In general most of the changes involve replacing  R-3 areas with R-1 or R-2, and zoning procedures being brought up to date to comply with current State Laws.

 

Scott Huss moved to have City Attorney Ted Collins to prepare a Summary of the Comprehensive Plan to be submitted to the Doniphan County Regional Planning Commission.  Randy Snyder 2nd, motion carried.

 

Randy Snyder moved to propose the general adoption and revision of the City’s zoning regulations, zoning map and subdivision regulations and if necessary to authorize the Mayor to petition the Doniphan County Regional Planning Commission.  Scott Huss 2nd, motion carried.

 

Jerry Twombly moved to authorize City Attorney Ted Collins to prepare mailed notices and information to City property owners and for the City Clerk to send those notices out.  Randy Snyder 2nd, motion carried.

 

7:31p.m.  Scott Huss moved to adjourn.  Randy Snyder 2nd, motion carried.
